This is sad. So we have what appear to be Robinhood characters resolving issues the village should be more than capable to solve, this really conflicts Boruto. Ice character and Shikadai I think are producing genuine friendship, but I think ice-person will sadly try to take advantage of since he's son of Hokage's advisor.

The clear resolution is for these "robinhoods" to make the village aware of these problems as it is possible they do not even know. However, instead we will get conflict, and possible true villain?
